Prof Dr Bülent KENT
Prof. Dr. Bülent Kent specializes in administrative law, administrative judicial processes, energy law, regulatory law, telecommunications law, and information technology law. His research focuses particularly on public administration procedures, regulatory body decisions, and the digitalization of public law structures.
Biography
Prof. Dr. Bülent Kent graduated from Istanbul University Faculty of Law in 1996. He received his master's degree from Potsdam University Faculty of Law in Germany in 2001, and his doctorate from Freie University Berlin Faculty of Law in 2005. He began his academic career as a lecturer in Administrative and Administrative Litigation Law at Başkent University Faculty of Law between 2005 and 2007, served as an assistant professor at the same university between 2007 and 2011, as an assistant professor at Ankara Yıldırım Beyazıt University Faculty of Law between 2011 and 2013, as an associate professor between 2013 and 2014, and as an associate professor at Sebahattin Zaim University Faculty of Law between 2015 and 2018. Since 2018, he has served as a professor in the Department of Administrative Law and Administrative Litigation Law at Social Sciences University of Ankara (SSUA/ASBU) Faculty of Law, and during this period he held positions as vice-rector, dean of the Faculty of Law, and member of the Interuniversity Board Equivalence Commission. Since his appointment as Rector of Aydın Adnan Menderes University on 15 March 2023, Prof. Dr. Bülent Kent has continued to lead the University in this capacity. Prof. Dr. Bülent Kent is the author of scholarly works on the regulation of electricity markets and regulatory authorities in Turkish and German law, the legal framework governing access-blocking measures on internet websites, and the financial autonomy of local governments. He has also published numerous articles in leading academic journals in the fields of administrative law, administrative procedural law, regulatory law, information law, and local government law.
