Doç Dr Merve Ayşegül KULULAR
Assoc. Prof. Dr. Merve Ayşegül Kulular İbrahim has served as an AI and Ethics Advisor and Data Protection (GDPR) Consultant in international projects, contributing to the development of ethical AI frameworks, regulatory compliance strategies, and data protection governance structures. Her research focuses particularly on digital governance, online platforms and social media regulation, consumer protection in digital markets, and the legal implications of emerging technologies.
Biography
Assoc. Prof. Dr. Merve Ayşegül Kulular is a faculty member at Hacettepe University specializing in information technology and digital law. She ranked 195th in the national university entrance exam in Türkiye and graduated with high honors and third rank from TOBB University of Economics and Technology on a full scholarship. She completed her LL.M. in Computer and Communication Law at Queen Mary University of London and earned her Ph.D. at Ankara Social Sciences University (ASBU). During her doctoral studies, she conducted research at Murdoch University in Australia on planned obsolescence, focusing on the impact of software updates on smart devices, consumer protection, and unfair commercial practices. She also completed post-doctoral research on crypto-assets at Queen’s University in Canada. In addition to her legal studies, she holds a second bachelor’s degree in History and a master’s degree in History of Science from Hacettepe University.
Her academic and professional work focuses on social media law, cybercrime, artificial intelligence law, data protection, internet law, and space law, with numerous publications indexed in Scopus in both Turkish and English.
